Christian Blichmann b76cb15f26 Rename accessors, move away from time_t API
- `GetPid()` -> `pid()`
- `GetRpcChannel()` -> `rpc_channel()`
- `IsActive()` -> `is_active()`
- Suggest `SetWallTimeLimit(time_t)` -> `SetWallTimeLimit(absl::Duration)`

In addition, remove the protected zero-argument contructor.
