- Set the correct cache path, previously cache was ineffective
- Build in `${GITHUB_WORKSPACE}/build` sub-directory
- Update `actions/cache` to `v3`
- Reformat build steps
- Use CMake's `-S` and `-B` options to specify source and build directories
