Created documentation for network proxy. fixed 2 things in documentation (namespaces are enabled by default for a while).

Now network proxy server supports IP filtering. API to policybuilder is added to make a list of allowed pairs of allowed IP, mask and port where mask and port are optional.

Now the network proxy client can automatically redirect connect syscalls to a handler that will send the data (syscall arguments) to the proxy server automatically and will return the obtained socket from the proxy server, in the future rules like allowed IP, protocols, etc. will be added
