The FLAT_OUTPUT_STRUCTURE CMake option was added to allow the tests to find the .dlls. The global data symbols were converted to functions to allow WINDOWS_EXPORT_ALL_SYMBOLS handle them. See: https://cmake.org/cmake/help/v3.23/prop_tgt/WINDOWS_EXPORT_ALL_SYMBOLS.html
