We additionally now make local copies of the IP_Port param instead
of modifying the passed argument

Make functions take const pointer to IP_Port wherever possible
An IP_Port is a fairly large data structure, and copying them down
the call stack creates a lot of unnecessary overhead.

fix: Fix bootstrap on emscripten/wasm.
Also added a whole bunch of logging that I needed while debugging the
issue. The solution in the end is that bootstrap needs to resolve IPs,
and getaddrinfo fails in the browser. Most of the time we bootstrap
against IPs anyway, so trying to parse as IP address first will shortcut
that.

cleanup: Don't include "config.h" unless needed.
Currently only `crypto_core_mem.c` needs this. We should try not to
depend on configure'd values. Also note: config.h is only created and
used in the autotools build. In CMake, we pass `-D` flags directly.

Refactor kill_nonused_tcp()
This makes the code a little more flat and readable. We also change the
logic so that we can kill the necessary number of unused relays immediately
rather than having to collect them and remove them in a separate loop

refactor: Disallow multiple initialised declarators per decl.
We no longer allow:

int a = 0, b = 0;
int a[3], b[3];
int a, *b;
```

But we do still allow (for now):

```c
int a, b;
```

Use the crypto random functions instead of rand().
Presumably the uses of `rand()` were fine because they were not used in
security-sensitive places, but having to think about whether a crappy RNG
is acceptable in each situation requires effort that could better be
spent elsewhere.

Also, this means that once we have a custom deterministic RNG for
testing, that RNG is used everywhere, so all the code is deterministic.

It also allowed us to delete a system-specific function that wasn't used
anywhere except in a call to `srand()`.

Style fixes in TCP code; remove MIN and PAIR from util.h.
* Moved PAIR to toxav, where it's used (but really this should die).
* Replace most MIN calls with typed `min_*` calls. Didn't replace the
  ones where the desired semantics are unclear. Moved the MIN macro to
  the one place where it's still used.
* Avoid assignments in `while` loops. Instead, factored out the loop body
  into a separate `bool`-returning function.
* Use named types for callbacks (`_cb` types).
* Avoid assignments in `if` conditions.
* Removed `MAKE_REALLOC` and expanded its two calls. We can't have
  templates in C, and this fake templating is ugly and hard to analyse
  and debug (it expands on a single line).
* Moved epoll system include to the .c file, out of the .h file.
* Avoid assignments in expressions (`a = b = c;`).
* Avoid multiple declarators per struct member declaration.
* Fix naming inconsistencies.
* Replace `net_to_host` macro with function.

Factor out time keeping code into its own module: mono_time.c.
It turns out, `unix_time` is also monotonic, and is used as such, so I've
renamed the new functions to `mono_time_*`.

Finish @Diadlo's network Family abstraction.
The Family stuff in toxcore is a big mess. I'm sure I saw a bunch of bugs
on the way, but I'm not verifying that code now, so the bugs stay.

1e8fa85aad
Add a monolith_test that includes all toxcore sources.
This requires that every symbol, even if static (file-scope), is unique.
The idea is that we can easily run "whole" program static analysis on
programs that include monolith.h ("whole" is in quotes, as we don't
include dependencies like libsodium in this static analysis).

Update license headers and remove redundant file name comment.
"All rights reserved" was incorrect. The project was licensed under GPL3,
which means a lot of rights are licensed to everybody in the world, i.e.
not reserved to the "Tox Project".

Make toxcore code C++ compatible.
It is still C code, so still compatible with C compilers as well. This
change lets us see more clearly where implicit conversions occur by
making them explicit.

Ensure that all TODOs have an owner.
In the future, all TODOs added either need a bug number (TODO(#NN)) or a
person's github user name. By default, I made irungentoo the owner of
all toxcore TODOs, mannol the owner of toxav TODOs, and myself the owner
of API TODOs.

Use <stdbool.h> and replace _Bool with bool.
This header is a requirement for the public API, therefore is assumed to
exist. It is a C99 standard library header, and _Bool is not intended to
be used directly, except in legacy code that defines bool (and
true/false) itself. We don't use or depend on such code. None of our
client code uses or depends on such code. There is no reason to not use
bool.

Make friend requests stateless
Messenger is slightly twisty when it comes to sending connection status
callbacks It will very likely need at the very least a partial refactor to
clean it up a bit. Toxcore shouldn't need void *userdata as deep as is
currently does.

(amend 1) Because of the nature of toxcore connection callbacks, I decided to
change this commit from statelessness for connections changes to statelessness
for friend requests. It's simpler this was and doesn't include doing anything
foolish in the time between commits.

group fixup because grayhatter doesn't want to do it

"arguably correct" is not how you write security sensitive code

Clear a compiler warning about types within a function.
