cleanup: Remove NaCl support.
...
We now depend on libsodium unconditionally. Future work will require
functions from libsodium, and nobody we're aware of uses the nacl build
for anything other than making sure it still works on CI.

feat: add forwarding and announce request handling
...
This is the "server-side" part of the new friend finding system,
allowing DHT nodes to store small amounts of data and permit searching
for it. A forwarding (proxying) mechanism allows this to be used by TCP
clients, and deals with non-transitivity in the network.

cleanup: Remove redundant Messenger and DHT tests.
...
These don't test anything that isn't covered by higher level tox tests.
These are also not unit tests and have never found any bug that wasn't
also caught by other tests. This makes them a pure maintenance burden.

test: Add test coverage docker build for local tests.

This uses mallocfail to further increase coverage using the existing
tests. Also:
* Moved the non-auto "tox_one_test" to gtest. This should be
split into smaller tests later.
* Changed `hole_punching` to `bool`.

This doesn't do anything useful for us. It was there so we don't need to
rewrite the tests (which I just did). Finally this is now cleaned up.

Add "member" invite response
...
This allows invitations to work in the case that the invitee is already
in the group, which can happen if the group becomes split. Such an
invitation is automatically accepted, leading to the peers becoming
connected in the group and sharing peer lists.

Build tests on appveyor, the MSVC build.
...
Tests are not actually ran on appveyor for now, since they all fault for
some reason. For now, we just build them. Also, some tests are disabled
on msvc entirely, because they don't even compile. We'll need to look
into those, later. They are disabled using `MSVC_DONT_BUILD`.

Add and use CMake build script

Also, fix the hstox build that was taking half an hour. It now takes 5 minutes.
Also, perform distcheck on travis to ensure that make dist works. It's not
actually failing the build at the moment due to broken tests.
