chore(docs): build toxcore with bootstrap daemon disabled
...
toxcore requires libconfig to build the bootstrap daemon. our current
dependencies don't list libconfig, and we have no use for the bootstrap daemon,
so don't build it for qTox.

refactor(filter_audio): completely remove filter_audio dependency
...
The filter_audio API is not working for qTox/Tox and thus disabled by default via compiler switch. In current qTox UI, it is not configurable, even when this switch is enabled. According to issue #3194 the library is no longer maintained as well. I don't see any reason to keep it in qTox.

feat(bootstrap.sh): add an option to install sqlcipher
...
Disabled by default, unless one runs Fedora.
Now building qTox via `simple_make.sh` should work automagically even
on Fedora.
Also some refactoring & speedup of bootstrap.sh on multi-core boxes.

- Fixed bootstrap.sh for linux as it did not install libfilteraudio properly.
...
- Made some restructures. The script uses --with/--without parameters now. This makes it easier to add more dependencies and feels more like configure scripts.

@novist bootstrap.sh no longer calls install_libfilteraudio.sh, I'd like you to fix Windows as necessary (I have no idea if the filter_audio Makefile supports Windows or not). I'd like to remove install_libfilteraudio.sh if possible.

Added windows/bootstrap.sh which downloads and compiles all qtox dependencies

Fixed install_libfilteraudio.sh to work on windows
bootstrap.bat now invokes sh bootstrap.sh (for convenience)
Updated INSTALL.md to reflect simplified bootstrapping procedure
